THIS appointment is for a three-year duration with a six-month probationary period. The OPCW is a non-career organisation with limited staff tenure. Under the Supervision of the Head, Information Services Branch, the incumbent is responsible for :

1. Provide leadership in the conceptualisation, management and coordination of the design, implementation and maintenance of application systems, software packages, systems integration and business intelligence projects; provide leadership and determine user requirements and liaise with users on all aspects and during all phases of IT projects in the areas of software development and business integration; provide technical guidance to the Head of the Branch and colleagues involved in the automation activities not directly related to application systems;
2. Manage and supervise all activities of the section performing tasks such as project management, budget planning, procurement, team meetings, annual training plans, performance appraisals, section updates, participation in job interviews, reporting to IS Steering Committee and other levels of management; advise Management and Expert Groups on planned, future and existing application systems for the organisation, taking into consideration the functional interfaces between those systems and the organisation’s concern with security; prepare progress and problem analysis reports for management review purposes;
3. Identify the need for new systems or respond to request from users, conducting feasibility studies and translating the user requirements into systems and applications that can be integrated with existing systems/technology; organise and supervise the participation of other IS professionals, internal or external; ensure the integration and implementation of ICT Governance processes and OPCW security standards and measures in the applications developed by the section;
4. Provide on-the-job technical training and guidance to all members of the section; prepare technical and commercial evaluations of software development tools and application packages; evaluate the continued effectiveness, suitability and performance of automated systems, technologies, etc, and prepare technical reports on performance and functionality; participate in defining and resolving problems of system’s integration (intra/inter organisation); research new developments in computer software technology; recommend the introduction of new technology appropriate to the organisation’s automation needs and assist in preparing technical and commercial evaluations of software products and/or application packages;

Knowledge and Skills
Advanced university degree in information technology, mathematics, engineering, or related discipline; A first level university degree in combination with qualifying experience (minimum 9 years) may be accepted in lieu of an advanced university degree;
Relevant training/certification on current software technologies and methodologies; Professionalism : Ability to provide seasoned advice on information systems and technology in a diverse universe of information needs and functions; Demonstrated ability to bring the developments of ICT to effectively solve business issues while also managing costs and risks. Ability to think and plan strategically, set direction and manage within a results based management framework.
Planning and organising : Proven ability to plan and organize work, requiring an in-depth understanding of its strategic direction and ability to integrate the work of the section into the OPCW work programme.
Communication : Excellent drafting ability, strong negotiating and presentation skills to make for a trustworthy record keeping and information systems and to bring others to reach agreement on difficult issues.
Teamwork : Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
Client Orientation : Ability to identify clients' needs and propose appropriate solutions as well as establish and maintain effective work relationships with outside collaborators and other contacts, including member states and the public. Ability to understand how to use technology to succeed and how to satisfy both internal and external clients needs.

2. Manages the editorial and graphic content of the WCMS in all official languages.
3. Administers and trains the users contributing content to the WCMS.
4. Supervises the administrative and programming activities required to provide online services to OPCW stakeholders.
5. Manages analytical and reporting tools for the OPCW Internet presence, including the OPCW website and takes action accordingly. 6. Promotes a greater presence of the OPCW in online media beyond the OPCW website, i.e.: search engines, social networks and bookmarking, Wikipedia etc.
7. Supports the production and publication of organisational material, develops design and layout for the Organisation’s publications.
8. Serves as a point of contact withinMPBfor any updates to be made to the OPCW website.
9. Actively supports MPB activities including assisting with the organisation of special events and presentations, undertaking open-source searches, producing daily press reviews on chemical weapons issues, and supports the Branch Head and Media and Public Affairs Officer in outreach activities with media and NGOs.
